The fact is a Taser will not kill a normal, healthy person under controlled circumstances. The problem is that Tasers are rarely used against normal, healthy people in controlled circumstances.

"But, since the human body can't store electricity, its effects are temporary."
This line makes no sense. Both the clause and the main body of the sentence individually are wrong, but even if they were correct, putting them together is a non sequitor.
